Osaka City has officially revealed new details about its long-anticipated Integrated Resort (IR) project, which will include Japan’s first full-scale casino resort. The details were announced on January 5, offering a clearer picture of the project’s scale, facilities, and development timeline.

The IR will be constructed on Yumeshima, an artificial island in Osaka Bay, and is scheduled to open in autumn 2030. Major construction work began last year, marking a significant milestone for the project.

Main Complex and Design

At the center of the development will be a 27-story tower standing approximately 126 meters tall. The main building will house the casino, multiple hotels, and a theater. The structure features an arc-shaped design, drawing comparisons to large-scale integrated resorts in Las Vegas.

The tower will include two hotels with a combined total of approximately 1,840 guest rooms, along with entertainment and hospitality facilities designed to accommodate both domestic and international visitors.

Casino and Entertainment Facilities

The casino floor will span more than 23,000 square meters, making it one of the largest casino spaces in the region. Plans include around 470 table games and approximately 6,400 electronic gaming machines. This scale positions the Osaka IR as a major destination within Asia’s gaming and entertainment market.

In addition to gaming, the complex will feature a dedicated theater to host live performances and large-scale events, further expanding its entertainment offerings.

Convention and Resort Infrastructure

Beyond the main tower, the project includes a separate four-story building dedicated to MICE (Meetings, Incentives, Conferences, and Exhibitions). This international convention center will feature large exhibition halls and multiple meeting rooms, supporting Osaka’s goal of becoming a global business events hub.

An additional 13-story resort hotel with approximately 660 rooms is also planned, along with supporting infrastructure such as a ferry terminal, improving access to Yumeshima by sea.

Development and Economic Impact

The project is being developed by MGM Osaka Corporation, a consortium led by MGM Resorts International and ORIX Corporation. Full-scale construction officially began in April 2025, following regulatory approvals and preparatory work.

As Japan’s first operational casino-centered integrated resort, the Osaka IR is expected to play a key role in boosting tourism, creating jobs, and stimulating the local and national economy. The development is also seen as a long-term driver for international tourism growth following the Expo 2025 event held nearby.

Outlook

With construction now underway and detailed plans finalized, the Osaka Integrated Resort represents a major shift in Japan’s tourism and entertainment strategy. As the 2030 opening approaches, the project is expected to attract significant global attention as a landmark development in the region.
